COP31 will take place at Antalya EXPO Center from 9 to 20 November 2026. The World Leaders Summit is scheduled for 11 and 12 November. The event is expected to attract government delegations, climate specialists, business leaders, academics, civil society representatives and international media.

Delegation transportation requires more detailed planning than a standard airport-to-hotel journey. Participants may arrive on different flights, stay at several hotels and attend meetings or side events across Antalya. Vehicle capacity, luggage, accreditation, timing and security arrangements must therefore be considered together.

Transportation planning for COP31 delegations

A delegation transport programme can begin with the first arrival at Antalya Airport and continue until the last participant’s departure.

Depending on the programme, services may include:

For a multi-day programme, the lead coordinator should provide the complete passenger list, flight schedule, accommodation addresses and daily itinerary.

Delegation reception at Antalya Airport

Flight numbers should be provided for every arriving participant. This allows expected landing times to be monitored and helps the transportation team adapt when a flight is delayed or arrives early.

Participants travelling on the same flight may be combined in a suitable VIP Van or VIP Minibus. When members arrive at different times, separate pickups can reduce unnecessary waiting.

The meeting method may display the passenger’s name, the organisation’s name or another identifier approved by the coordinator. The precise meeting point will comply with the rules of the relevant airport terminal.

An active telephone number for the passenger or delegation coordinator should be available on the day of travel.

Vehicles and group transport

The appropriate vehicle depends on the passenger count, protocol requirements, luggage and equipment.

A Mercedes Vito or Volkswagen Transporter (1–6 passengers) suits individual participants, executives and small teams. Teams of 7–13 travel in a Mercedes Sprinter or Volkswagen Crafter.

VIP Vans provide additional room for small delegations, speakers, families and media personnel. VIP Minibuses can transport larger teams arriving together or staying in the same accommodation.

Media groups carrying cameras, lighting equipment, tripods and production cases should submit an equipment summary before the vehicle is selected. Passenger capacity alone does not confirm that all equipment will fit safely.

Hotels, shuttles and the conference venue

Antalya EXPO Center is located in Aksu. Delegates may stay in Aksu, Lara, Kundu, Belek, Antalya city centre and other nearby areas.

Official information indicates that complimentary shuttle services will operate between designated accommodation facilities and the conference venue. These stops will principally be available at hotels listed on the official COP31 accommodation platform.

Participants staying outside that network may need independent transportation to the closest shuttle stop. A private vehicle may also be appropriate for a delegation requiring flexible departure times, journeys to external meetings or transportation outside the official shuttle timetable.

Blue Zone access and vehicle restrictions

The COP31 Blue Zone is accessible only to properly registered and accredited participants. A passenger’s accreditation does not automatically authorise a private transfer vehicle to enter the controlled conference perimeter.

Roads or access points may be restricted to official and accredited vehicles. Private transportation will use the nearest drop-off or pickup area permitted by the responsible authorities.

Guaranteed access to the Blue Zone entrance should not be promised. Routes and meeting points may be adjusted when official security and traffic measures change.

World Leaders Summit planning

Enhanced security arrangements may be implemented during the World Leaders Summit on 11–12 November. Movements involving heads of state, ministers and official delegations may result in temporary road closures and controlled transport corridors.

Additional travel time should be included before high-level meetings. Hotel pickup times should be based on the latest operating conditions rather than ordinary traffic estimates.

A specific route or exact journey time cannot be guaranteed during these periods. Drivers will follow official instructions in force at the time.

Multi-day chauffeur and vehicle planning

A delegation may require transportation throughout the conference rather than a single transfer. A multi-day plan can include scheduled hotel pickups, conference journeys, waiting periods, side events, dinners and return travel.

The itinerary should specify the required service period, passenger movements and expected waiting times. Changes should be communicated as early as possible so the transportation plan can be updated.

Vehicle and driver allocation depends on the working schedule, route, waiting requirements and passenger capacity. All service conditions should be clarified in the quotation.

Transparent sustainability language

COP31 is centred on climate action. Environmental descriptions of transportation should therefore be factual and verifiable.

A transfer should not be described as zero-emission, carbon-neutral or fully sustainable unless the assigned vehicle and operation genuinely meet the relevant conditions. Vehicle technology should be confirmed during booking.

Operational efficiency may be improved by grouping participants travelling on the same flight, selecting a vehicle with the correct capacity and reducing avoidable empty journeys.
